VISA ON ARRIVAL
In conjunction with the revision of the visa policy, the Indonesian Minister of Justice and Human Rights has issued and signed a revise decree no. M.02-IZ.01/2007, on 28th May 2007, effective from 5th July 2007, stating that Nationals of the following countries can now apply for their Transit (7 days maximum stay) and/or Tourist visa upon arrival at the following Airports/Seaports in Indonesia for a maximum visit of 30 days :

Please be advised that Visa On Arrival may only be extended upon approval from the Director General of Immigration of the Republic of Indonesia in case of natural disaster, illnes or accident, but cannot be transferred to another type of visa. Overstay visitors incur to pay a penalty of US$20.- per day/person (for under 60 days stay) whilst over 60 days stay will be a 5 (five) year prison sentence or a fine of IDR25.000.000 (local currency).

7th INDONESIA INTERNATIONAL OPEN
TENPIN BOWLING CHAMPIONSHIPS
2009


1. Organization & Sanction

This tournament is organized by Indonesian Bowling Congress (PBI) and Sanction by Asian Bowling Federation (ABF) and World Tenpin Bowling Association (WTBA), and FIQ/WTBA playing rules and regulations shall apply. This tournament is a ranking tournament in Asia toward the World Bowling Master.

2. Eligibility
This tournament is open to all current paid up members of PBI Affiliates and WTBA subject to Rule 3.2 and 3.3 in the WTBA playing rules and regulations. All overseas participants must obtain clearance from their respective National Associations.

3. Entry Fees:
All entries must be submitted with the relevant fees. No refund will be allowed.

4. Registrations Fees (one time only)
Rp. 300.000,- per bowler for all Men’s Open and Women’s Open division.
Rp. 200.000,- per-bowler for Graded Men’s & Women’s Division
Rp. 100.000,- per bowler for Youth Boys & Girls

5. Averages
For members of the Indonesian Bowling Congress (PBI) only PBI’s official 1st – 2009 Quarter average ranking will be used. An entrant who has no established average must produce written confirmation of their averages from their respective PBI-Provinces offices.
Overseas bowlers must produce written confirmation of their averages from their respective Associations or Congresses.

6. Classification Average
Division Men’s - Women’s
Open 196 & above - 186 & above
Graded A 195 & below - 185 & below
Grade B 180 & below - 170 & below
Youth Boys & Girls : who were born in the year of January 2, 1987 or after are eligible to play in this division

7. Squad Times
If preferred squad times indicated on the entry forms are not available, the Tournament Directors or their Assistants reserve the right to reallocate squad times at their discretion. The Tournament Directors reserve the right to open additional squads.

8. Substitutions
Substitutions may be allowed provided it is reported to one of the Tournament Directors or their Assistants and duly approved by at least 15 minutes before the time of play.

9. Participation:
Bowlers may play in their respective grades or in a higher one. Bowlers from a higher grade will not be eligible to play in any of the lower grades. A bowler in the graded division who wishes to participate in the higher division or Open division after completing his/her respective grade in which the bowler is officially registered. However, an additional registration fee of Rp. 100.000,- is applicable should the bowler wishes to participate in the higher division or Open division.

10. Format:
Bowler must play a total of 6 games, made up of 2 series of 3 games, as minimum to qualify for final rounds. Bowler may attempt as many tries as they wish; only the best 2 series total will be recognized for the final rounds.

11. Verification of Scores
It is the responsibility of each bowler and/or the team captain to verify the correctness of each game bowled by signing on the official entry form of each event. Once signed, the score shall stand unless otherwise decided by the Tournament Committee.
In the Event of any interruptions caused by power failure, the following procedure shall be followed:
a. Any Part of a game that cannot be recalled will be re-bowled from the first frame.
b. If more than one game cannot be recalled, the series shall be declared null and void and a fresh series be rescheduled.
c. If only one frame is missing, the bowler shall continue from the last frame bowled.

12. Registration of Bowling Ball, Illegality and Disqualification
All participants are advised to check that their bowling balls used in the Tournament are certified as legal for weight and other specifications before they compete in their events. The onus is on the bowler to ensure that all balls he/she uses are certified legal as above.

If at any time a bowler is found to have used an illegal ball even if previously certified legal by the Tournament Office, he/she shall be disqualified from the entire Tournament and stripped of all his/her winnings or positions standing and if the Tournament Committee is of the opinion that such usage was deliberate and was intended to cheat, he/she may be further reported to the PBI Disciplinary Committee or ABF Executive Committee for additional penalization. He/she may also be asked to return immediately to one of the Tournament Directors any awards that may have already been given to him/her.

There should be no altering of the surface of the bowling balls or application of any kind of liquid (including water) on the surface of the ball. If a bowler, coach or official violates this rule, a warning will be issued and the specific bowling ball confiscated for the block of games.

13. Masters Events
This event is open to bowlers who have entered and played in their respective grades in the Championship. A bowler who has qualified in his/her respective grade may play in a higher grade. The qualifying scores will be based on the best of 3 series of 3 games.

14. Tie-Breaking Procedures :
a. In the event of a tie for the last position in the qualifying round, a one game roll-off will serve as a tie-breaker.
b. When a tie is registered which will affect the award of prizes, the prizes will be shared equally among the co winners.
c. If a tie occurs in the Step-Ladder Grand Final, a 9th and 10th frame roll-off shall be used and/or repeated until the is broken.
d. In the event of a tie occurring which will affect the outcome of the top 3 positions of the Master’s Final of all the Divisions, including the top 6 positions for the Open Division prior to the Step-Ladder Finals, a one-game roll-off shall be played. If the tie still exists, a repeat of the 9th and 10th frame shall be played and/or repeated until the tie is broken.

15. Cheating
Any bowler found guilty of cheating scores, averages eligibility or in any other counts will be immediately disqualified from the entire tournament and reported to the Disciplinary Committee of Indonesian Bowling Congress and the Asian Bowling Federation for further action. He/she will also be stripped of his/her winnings positions standing and be asked to return to the tournament Directors any awards that may have already been given to him/her. When in doubt, bowlers are reminded to consult the Tournament Directors on any issues.

16. Bowlers Attire:
Bowlers who will be playing the Masters finals must conform to the uniform as stipulated in the WTBA playing rules.

a. All male bowlers in shorts and/or singlet will not be permitted to bowl. Female bowlers may wear half -length slacks.
b. Bowlers are requested to be dressed for their events with a sense of decorum. Rubber bands or socks pulled over trousers/slacks will be disallowed.
c. No blue jeans attires are allowed during the Masters Finals.

In the event that the Committee provides bowlers with uniforms, bowlers are required to wear the said uniforms.

17. Slow Bowling
Bowlers, who are in readiness to step on the approach to deliver a ball, shall have the following rights and obligations:

a. They may claim right of way over anyone moving to the approach or preparing to bowl on the lane immediately on their left.
b. They may give right of way over anyone moving to the approach or preparing to bowl on the lane immediately on their right.
c. Players shall be ready to bowl when it is their turn and should not delay to go to the approach, when the lanes immediately adjacent to them on the left and right sides are clear.

18. Protest:
a. Scores: Must be submitted in writing to the Tournament Directors or their Assistants within 12 hours of the event. In the case of the last match of the Step-Ladder Grand Finals of the Master event, such protest, if any should be addressed to the same officials before prize presentation. No protest made after the prize presentation will be entertained.
b. Foul : Must be brought to the attention of the Lane Marshall before the delivery of the next ball. No complaints made after the 2nd ball has been bowled shall be entertained.
c. Eligibility: Must be submitted in writing to the Tournament Directors or their Assistants within 24 hours of the first infringement or before the next round or prize presentation or whichever is earlier.

19. Special Notes:
a. Bowlers are requested to refrain from swearing on the lanes.
b. Bowlers shall restrict themselves to their respective lanes and exercise consideration for all participants.
c. Bowlers wearing soft rubber soles on their non-sliding foot may be barred from further bowling subject, to the scrutiny of the Tournament Directors.
d. Bowlers are not allowed to sand or apply any form of liquid or chemical on the surface of bowling balls during any block of competition.
e. The Tournament Directors reserve the right to accept or reject any entry they deem fit.
f. Any matters arising and not covered in these Tournament Rules will be decided by the Tournament Chairman, the Tournament Directors or the Tournament Committee whose decision shall be final subject only to an appeal to the PBI. Such appeal should be made in writing and within 48 hours of the decision by any of the above.
Notwithstanding the above, an appeal FOR THE DECISION OF THE PBI may still be lodged with the FIQ WTBA Asian Zone but through the Indonesian Bowling Congress and within 30 days of the PBI’S decision.
g. It is the responsibility of the host federation to circulate to the participating federations all technical information including the program setting of the oiling machine, the oiling pattern graph, brand of oiling machine, type of oil and cleaner used.

20. SMOKING AND DRINKING
- The Players must not use tobacco products, consume alcohol or be under the influence of alcohol while in competition; i.e. during the entire period of a block of games. In those instances where it is established that a player is in breach of this rule, he may be suspended by the Tournament Technical Committee from the tournament for the block of games then being played.
- Non-alcoholic beverages are allowed provided they not consumed in the player’s area.
- During the championships alcoholic beverages may not be served or consumed in the player’s area or the spectator’s area.
- During championships smoking is not permitted in the bowling centre.


MASTER EVENTS

1. This event is open to those bowlers who have competed and completed a total of 6 games, made up of 2 series of 3 games.

2. The qualifying score will be based the best total 2 series of 3 games, except for the Defending Champion.

3. In the event of a tie for the last position in the qualifying round, a one game roll-off will serve as a tie breaker.

4. If a tie occurs in the Step-Ladder Grand Final, a 9th and 10th frame roll-off shall be used and/or repeated until the tie is broken.

5. All qualifiers must check with the Tournament Directors 24 hours before their finals’ roll-off, to confirm their standing positions and/or to check for any changes in the schedule.

6. Any matter not covered in the rules will be dealt with by the Tournament Directors or the Tournament Committee whose decision shall be final and binding subject to an appeal to the Indonesian Bowling Congress Council and the ABF Executive Council.



7. No. of Qualifiers for the Masters roll-off: (see 10.format : Number of Master Roll Off)

All the above Top Qualifiers are based on the Singles scores. Qualifying Scores will be listed in the Championships Result Board from the start of the Qualifying rounds until the end of the last squad 1 night prior to the final date of the respective events.

8. BOY’S YOUTH MASTERS ( 22 YEARS OLD )
This event is open to bowlers who are no older than 23 years of age as of January 1, 2009 (born on Jan.2, 1987 or after). The Top 5 local qualifiers, top 5 overseas qualifiers, and top 5 local and overseas qualifiers as described above shall play a 10-game series with lane movement after every game.

9. GIRL’S YOUTH MASTERS ( 22 YEARS OLD )
This event is open to bowlers who are no older than 23 years of age as of January 1, 2009 (born on Jan.2, 1987 or after). The Top 5 local qualifiers, top 5 overseas qualifiers, and top 5 local and overseas qualifiers as described above shall play a 10-game series with lane movement after every game.

10. MEN’S GRADE – B MASTERS.
This event is open to all Men Graded B bowlers with an average of 180 and below. The top 12 local qualifiers, top 4 overseas qualifiers and top 8 from the local and overseas pool will bowl 12 games with lane movement after every game.

11. WOMEN’S GRADE -B MASTERS
This event is open to all Women Graded B bowlers with an average of 170 and below. The top 13 local qualifiers, top 4 overseas qualifiers and top 7 from the local and overseas pool will bowl 12 games with lane movement after every game.

12. MEN’S GRADED- A MASTERS
This event is open to all Men Graded bowlers with an average of 195 and below. The top 10 local qualifiers, top 8 overseas qualifiers and top 9 from the local and overseas pool will bowl 12 games with lane movement after every game.

13. WOMEN’S GRADED-A MASTERS
This event is open to all Women Graded bowlers with an average of 185 and below. The top 7 local qualifiers, top 6 overseas qualifiers and top 8 from the local and overseas pool will bowl 12 games with lane movement after every game.

14. MEN’S OPEN MASTERS
This event is open to all Men bowlers. The Defending Champion, top 13 local qualifiers, top 13 overseas qualifiers and the top 12 qualifiers from the local and overseas pool will play in the Masters Finals.

The Masters Finals format will be played in 3 Rounds as follow:

ROUND 1 – 39 Bowlers will bowl the first 8 games with lane movement after every game.

ROUND 2 –39 Bowlers will bowl another 8 games. The scores of round 1 will be carried forward. At the end of the round 2 based on 16 games total, the top 6 bowlers will qualify for round 3.

ROUND3 – The 4th, 5th, & 6th placed bowlers will bowl one game. Winner with the highest score will qualify to meet 2nd and 3rd placed bowlers for another one game competition. The winner with the highest score will then qualify to meet the 1st placed bowler in a one plus one games step-ladder grand finals. In the event the 1st placed bowler wins in the 1st game, he will be declared the champion. However, should the 1st placed bowler loses in the 1st game, there will be one more game (sudden death) roll-off on scratch to decide the champion

Note : Bowlers who loses in Stepladder Match 1 & 2 can only go down one position from their original rank prior to their respective match ( for example a bowler who came in fourth and loses in Match 1 will at the most become 5th place). Subsequently, the maximum a bowler could move up be two ranks unless that bowler moves up to the next Match. In other words, the play-off for Match 1 & Match 2 is used only to determine the bowler who would move up the next Match.

15. WOMEN’S OPEN MASTERS
This event is open to all women bowlers. The Defending Champion, top 8 local qualifiers, top 8 overseas qualifiers and the top 7 qualifiers from the local and overseas pool, will play in the Masters Finals.

The Masters Finals format will be played in 3 Rounds as follow:

ROUND 1 – 24 Bowlers will bowl 8 games in round 1, with lane movement after every game.

ROUND 2 – 24 Bowlers will bowl another 8 games. The scores of round 1 will be carried forward. At the
End of the round 2 based on 16 games total, the top 6 bowlers will qualify for round 3.

ROUND 3 – The 4th, 5th, & 6th placed bowlers will bowl one game. Winner with the highest score will qualify to meet 2nd and 3rd placed bowlers for another one game competition. The winner with the highest score will then qualify to meet the 1st placed bowler in a one plus one games step-ladder grand finals. In the event the 1st placed bowler wins in the 1st game, she will be declared the champion. Note : Bowlers who loses in Stepladder Match 1 & 2 can only go down one position from their original rank prior to their respective match ( for example a bowler who came in fourth and loses in Match 1 will at the most become 5th place). Subsequently, the maximum a bowler could move up be two ranks unless that bowler moves up to the next Match. In other words, the play-off for Match 1 & Match 2 is used only to determine the bowler who would move up the next Match.

16. REPORTING TIME
All Masters Finalists must check-in personally at the latest thirty (30) minutes before the scheduled time for the Masters Finals, failing which they shall be disqualified and the reserve(s) shall be called. The time used is the time by Bowling Centre clock.
